How moisturizing can a toner really be?
Toners can add hydrating ingredients that soften your skin, and they can soothe the skin. For some skin types this can be all the moisturizer needed. For other skin types it is a great way to enhance the effectiveness of a moisturizer or specialty product. However, even the best-formulated toners will not provide the same level of hydration for dry skin as a well-formulated moisturizer.
