How many votes must a party-list get in order to secure a seat in Congress?
A party-list must garner a minimum of 2% of the total votes cast for the party-list system in order to have a seat in Congress. The votes cast for the party-list organizations are totaled nationwide. The 2% minimum vote is determined by the number of votes that a party-list organization receives in proportion to the total number of votes cast for party-list nationwide.
