How many Super Powered People are out there? Is it uncommon to see supers?

Supers are uncommon but not rare. Los Angeles, New York, and DC each have registered super-groups sponsored by the local governments. All major cities have some super/paranormal activity. Detroit does not have a registered super-group nor does it have regularly active paranormal groups.
