None. Despite some erroneous media reports, states do not use overseas contractors to perform such functions as certification and eligibility. Nearly all states do outsource the development and operation of their food stamp electronic-benefits transfer programs, but this is different from outsourcing the management and administration functions of the program itself. Nearly all EBT development and operations work for food stamps systems is performed in the United States. It is true that these contractors, in many cases, do subcontract parts of the development and implementation of EBT systems to other vendors. This includes hiring vendors to provide “live operator” call centers to assist EBT card holders who many have questions about the program. Many of these call centers are located outside the United States.
