27 only & not 28 as it is claimed b coz Jammu & Kashmir is a DISPUTED TERRITORY & NOT a part of India as other states are. Actually, India has only 60 % part of Kashmir & that too got by muscle flexing through military occupation against people’s wishes b coz people overthrew the so called (illegal) ruler(despot) & tried to kill him & his entire family who fled in night’s darkness on 26 th October, 1947, at 11.00 pm in his car by switching off head lights which was stranded for 3 days at Bannihal Pass at 15,000 feet altitude b coz the road was broken & the onset of winter at that height frozen snow on the treacherous road.
