The number of stakeholders should be representative of the problem area that is being studied. For the FY2010 IANR Strategic Investment grants, there is no need to include a large number of stakeholders. Thus 2-4 stakeholders with appropriate experience and expertise relevant to the problem being addressed should be sufficient.
