Hamsters are solitary and should be kept alone, this is especially important for females. Some people do keep two litter mates together, but they could still turn on each other at any time. If it’s a large cage that you don’t want to use for just one hamster, consider getting gerbils instead. Gerbils can live very happily in groups.
