How many renewable energy solicitations have been conducted since the enactment of the RPS?
All three utilities conducted solicitations for renewable energy in 2002 and 2003. The first formal RPS solicitations were issued in July 2004 by Pacific Gas and Electric and San Diego Gas & Electric. Southern California Edison was not required to issue a solicitation in 2004, in part because it was still completing its 2003 renewable energy Request for Offers. All three utilities issued RPS solicitations in 2005, 2006 and 2007.
