i would expect that the points have been added locally by the court for the area where the offence was committed. They may well be handwritten but could be printed. This is a simple clerical error as the minimum possible is 6 points and there is no way that this can be made 3. At the same time as adding the points to your licence they will have told the DVLA about it and may have said to them 3 or 6. If they have said 3 then the DVLA will demand you return your licence to them, they can as it is their property, and they will amend it. If you have passed your test withing the last 2 years they will also revoke the full entitlement and you would have to be a learner again. If they have told the DVLA 6 points then it will not be corrected until and unless you have to send your licence to them, perhaps for an address change or photo renewal.
