A25.1 His Ability lets him have twice the Restriction number (whether it be Card Restriction or Title Restriciton), so he could have 12 Sea Witch cards, 12 Counterfeit, etc. He could have 4 Hooks, 4 Lines, and 4 Sinkers from the Sea Witch Plot, for example.
