Contractor proposals will include planned staffing levels to accomplish the work in the PWS, and the Proposal Evaluation Board will evaluate the adequacy of contractor proposals. It is extremely critical that all of the required functions you are performing are identified in the PWS so that the government and the contractor personnel costs are based on the same work.
