How many people worldwide have a double citizenship, and do they count in each nations census?
In many countries the census counts people who are “ordinarily resident” at the time of the census, so nationals of the country who reside abroad won’t be counted, regardless of whether they have single, dual or multiple citizsnship. In fact, it’s rather hard to envisage a census that would count a country’s citizens abroad. For example, think of all the Britons resident in Spain, the Greek Islands, the Dalamatian coast and some of the now relatively cheap resorts of Buglaria. A couple of years ago I heard a complaint (from the Foreign Office) that only an estimated 60% of Britons permanently resident in Greece bother to register with the British Embassy. After all, one can’t force them to do so. I hope these observations are of some use.
