I think religion was and (to an extent) still is a form of government if you define government as control. From the Middle Ages up to current society religion has played a dominating role in society, restricting free expression and rejecting/demonising ideas it does not agree with such as homosexuality or evolution. In recent years, Christianity is on the decline in Europe but is showing a frightening rise in the Americas and in certain parts of Asia where its importance and links between church and state are becoming stronger.
