Verizon has two different news server clusters. One is located in Washington DC and the other in New York City. Both are reachable via the host name of news.verizon.net. Which one you connect to is determined by which server IP the DNS associates with news.verizon.net. If for some reason you want to connect to the other server from the one your DNS server is configured for, you will have to use the IP address of the other server. 199.45.49.11 is the IP address for the Washington DC server, 130.81.64.196 is the NYC server. Please don’t abuse this. Verizon tries to balance the load between the servers and by connecting to the other server, you are circumventing their balancing measures.
