These private security contractors actually constitute the second largest armed occupation force, far outnumbering the 7,200 British soldiers who are the third largest. The U.S. State Department website lists 28 private security firms operating in Iraq but most media reports put the number closer to 60. Many of these hired guns are former soldiers from the U.S., Britain, Russia, Europe and South Africa and can earn up to $1,000 a day. The majority of the mercenaries in Iraq, however, are being recruited from third world countries and are paid much less. Mercenaries in Iraq may not be immune from controversy, but they are immune from prosecution. Coalition Provisional Authority Order Number 17, signed by Paul Bremer the day before he left Iraq, exempts those working on U.S. government contracts from responsibility to Iraqi law. O
