The atom in the center of the BCC unit cell is completely inside the unit cell. An atom in the corner is shared by other unit cells so you have to work out what fraction of each corner atom is in the first cell. Since the BCC structure is symetric, once you figure it out for one corner, the other 8 corners are exactly the same.
