All counties in the state are fully subject to GMA except Wahkiakum, Cowlitz, Skamania, Klickitat, Grays Harbor, Okanogan, Lincoln, Adams, Whitman, and Asotin. With smaller populations, these counties have to comply only with the critical lands and natural resource lands provisions of the act.
