How many clients are needed for a PAS initial survey? Do you need to provide services before submitting the Notice of Readiness for Survey form?

Before an agency can submit the Notice of Readiness for Survey form, it must have admitted at least one client and initiated the services. The client need not be an active client at the time of survey. Regulations and Statutes: 40 TAC §97.
