The HA can report as many incidents as they get. The claims come from the third party. The insurer will evaluate each claim to its own merit. Naturally, a HA that knows of a situation at their HA that is hazardous should take every step to fix it. Following a claim, the insurer can also make a recommendation for improvement of a site and advise the HA that if it does not proceed with the recommendation, the insurer can review its position on the entire account.
