There is no longer a limit to the number of charter schools that can be established. The Charter School Act of 1995 requires a minimum of three charter schools to be allocated to each county. The Act further requires the commissioner to actively encourage the establishment of charter schools in urban school districts with the participation of institutions of higher education.
