As of August, Oregon’s list of participants includes at least 11state departments and numerous smaller agencies, as well as city and county agencies in the Portland metropolitan area. While all state agencies may not participate directly in the exercise, many will test their internal procedures for responding to large-scale public emergencies. One state commission will participate (the Public Utility Commission). Three local governments will take part directly in the exercise, including the city of Portland, Multnomah County, and Columbia County, while at least three other county governments will be indirectly involved, including Washington County and Clackamas County in Oregon, and Clark County in Washington State.
