How long will it take to make the switch to electronic health records, and get statewide health information exchange going?
Stimulus funding is available as an incentive payment to doctors and hospitals that see Medicare and Medicaid patients beginning in 2011. To qualify for incentive payments, doctors and hospitals must be meaningful users of electronic health records. Starting in 2015, there will be penalties for failing to adopt and meaningfully use electronic health records. The initial planning and development for health information exchange is already underway. The Director of the MO-HITECH will spend the next six months working with an Advisory Board to develop Strategic and Operational Plans for creating the necessary infrastructure to support statewide health information exchange. The Advisory Board, appointed by the governor, will include members from the public and private sectors who represent health care consumers, health care providers, health insurers, privacy experts and state government.
