You can apply for a change of status from visitor to student inside the U.S., but you cannot start to attend school until your application has been approved. Right now, the Vermont Service Center is taking about 7 months to decide on an application. The California Service Center is taking about 3 months. The Texas Service Center is taking about 7 months. If you want to start school soon, you’d be better off leaving the U.S., applying for a student visa abroad, and come back with the F-1 visa.
