The SAF was founded in 2000 and the organization has successfully assisted numerous Japanese university students study abroad in the US. In 2005, the SAF leadership changed with Dr. David Gray becoming Chairman and CEO and Prof. John Belcher, President. Since this time, the SAF has established relationships with prestigious universities in Canada, England, Scotland, Ireland, Australia and New Zealand as well as opening new offices in Tokyo and Seoul.
