How long does the CT DMV hold records on a delinquent vehicle tax?

In 1987, the city of E. Htfd CT billed me for a vehicle tax, but my residence was Lebanon, CT. I guess the bill came from an E. Htfd post office box mailing address that I had. I sent the bill back with a letter stating that my residence was in Lebanon and could they transfer the bill to Lebanon. I never heard from anyone again. Eventually, I transfered out of state on a job assignment and the bill never got paid. This is over 20 years ago and I’m thinking of moving back into CT. I’m wondering if the CT DMV might still have me on their blacklist after 20 years.
