I’d try to contact your country courthouse once more. *And* you might even be able to have it e-mailed to you. They sent me mine as a PDF file attached to an e-mail. But that was after getting the signed form that I sent requesting an absentee ballot and requesting that it be sent via e-mail if possible. At any rate, I wouldn’t wait on it.
