You never completely master either – they are life long studies, but you can become competent in a couple of years. It should be quite easy for you, as you already know the basic moves in tae kwon do. good luck to you!

Mastering it would mean knowing everything, and also mastering yourself totally, so the answer is never. It is possible to reach a master rank in about 40 years, however it will still not mean you have mastered everything.

well it is good for you to master at least one martial art and you have hinted at Tae Kwon Do. I know that for many martial arts it can be a lifetime achievement if you want to reach grandmaster or something as high as grandmaster. It is always good to study other martial arts to know more about your opponent but I would suggest sticking with one martial art and that for you, would probably be Tae Kwon Do.
