Well it only takes a few seconds fir it to settle but your tank needs to cycle for about a week or two before adding any fish. NEVER turn the filter/air pump off EVER As for your tempature problem try turning off the heater and let the water cool. In a few hours turn it back on and let the water reheat. If its still 30C you may have to get a new heater.
