It really varies depending on if the panel is inside or outside but it is good maintenance to have all electrical panels inspected every 5 to 10 years to ensure proper function and safety. Some older brands of circuit breakers lost their UL listing due to the fact that they would not properly function in certain fault conditions. This is not to say they are all bad, but it reinforces the need for through inspections and possible replacement to prevent costly emergency service calls.
