Not sure if it’s correct, but I’d say there is a scale which covers: Text editing, Word Processing, Desktop Publishing In text editing (eg. notepad and alternatives) you are concerned with the content, formatting is generally limited to font style and size for the program. Word processing allows greater flexibility, with style changes, things as simple as underlining, bold etc. or font style and size changes. Contrast, lets say, readme.txt, where if you want to underline a heading, you have to put a line of dashes underneath it, with readme.doc, where you can use an underline style. Another key point is that text editing programs should not insert any tags or formatting codes into their files, though it is still possible to damage format sensitive code by inserting line breaks due to line wrapping. In Desktop publishing, it is the page format which leads the process.
