How is TYC providing sex offender treatment without licensed sex offender treatment providers?

Texas law now states that providers may not offer sex offender treatment without a license. TYC was given four years to come in compliance, of which three remain. The agency is using this time to both recruit new providers as well as to help current TYC specialists come into compliance. The agency has budgeted a higher level of pay for sexual offender treatment providers to help attract and retain these specialists, who are relatively few in number in Texas.
