The Yukon Territory The Yukon is a territory within Canada, and at first glance it appears to operate the same way as a province. It has a legislative assembly with 18 elected members and the territorial cabinet works in the same way as a provincial or federal cabinet. The Yukon Legislature has the power to pass laws in the same areas a provincial legislature does: education, health care, social services, recreation, roads and other infrastructure. Devolution Through a process called devolution, the Yukon has acquired more and more of the responsibilities and powers undertaken by Canadian provinces. As of April 1, 2003 the Yukon gained control over its natural resources, a power the provinces have but the other territories do not. The Legislature In 1970, the Yukon Commissioner established a five-member Executive Committee. In 1979, this committee became the Executive Council with parliamentary powers similar to those of a provincial cabinet. The Government Leader is the chair of the E
