How is the USAREUR Support Contract different from the Balkans Support Contract?
The USAREUR Support Contract will use fixed price line items whenever feasible, usually when the activity has matured and stabilized. Cost reimbursement line items will be used for requirements that cannot be adequately defined at the outset. The Balkans Support Contract was structured as a cost reimbursement contract, with no fixed price elements. Both the USAREUR Support Contract and the Balkans Support Contract are performance-based service acquisitions, which involve acquisition strategies, methods and techniques that describe and communicate measurable outcomes rather than direct specific performance processes. Performance-based service acquisitions define a service requirement in terms of performance objectives and place responsibility for how it is accomplished on the contractor.
