A thermostat shuts off the infra-red heaters when the desired air temperature is reached. Note: Turning down an infra-red heater to a lower firing rate is counter productive because it reduces the emiting surface temperature. That, in turn, reduces the infra-red component and changes the wave length of the infra-red output.
