How is the state experience, education and student enrollment data for central office staff determined?
The regression estimates for state experience, education, and student enrollment are based on the data WDE has on business managers and superintendents pooled together. From these data, Picus and Associates calculate individual district estimates of the effect of experience, education, and student enrollments. Picus and Associates also can calculate average compensation for the two job categories via this method. From this, the averages are adjusted based on the district characteristics. The district characteristics are calculated by taking the FTE-weighted averages of all the superintendents and business managers in the district. (The regression did not include the assistant superintendents or other non-funded central office staff). These district characteristics are then used to adjust the average funding level for each position. Assistant superintendents are set at 80% of the superintendent level.
