Traditionally, the Rural Towns Program was funded by the WA State Government. However much of the work currently being undertaken is jointly funded by the State Government, Local Government Authorities (Shires), and the National Action Plan for Salinity and Water Quality (NAP). Since 2004 townsite salinity projects have been devised and delivered through Regional Catchment Councils in the States agricultural area.
