A rating of a tornado on the fujita scale is determined by how much damage the cyclone does. It can only be determined after the storm has ended. For example, if a tornado apears in the middle of an open field that stretches for miles without civilisation and dies before it can destroy anything, it is considered an f1. If a small tornado apears in a badly build or old town and destroys everything it would be a higher rank than a giant cyclone in the middle of no were. I hope this helps.
