This process has been much faster than other base closings because of the excellent relationship between the US Navy and the Government of Puerto Rico and because of the work done by the Local Re-development Authority. Also, the Navy has stated that the Re-use Plan of Roosevelt Roads will be a model for future closings of bases in the US.
