How is the Government of Canada flowing funding to project recipients?
A. The majority of funds are being flowed in accordance with contribution agreements that have been signed between the federal government and each provincial and territorial government. The provincial and territorial governments have then, in turn, worked out contractual arrangements with each of the institutions covered under the agreement. Each province and territory must ensure that those arrangements respect the relevant federal-provincial or federal-territorial agreement. Payments are released to the provincial and territorial governments upon receipt of satisfactory quarterly reports detailing the progress of each of the projects covered by an agreement. For projects governed by contribution agreements in place directly between the federal government and an individual institution, the agreements spell out a series of payments.
