I think it’s a parliamentary system, as in Britain or Canada, where the people vote for their area’s candidates for the legislature, and the leader of the first-place party becomes Chancellor, or stays Chancellor. Or if there’s a plurality, first place, but not a majority, more than half the seats, a coalition is formed. But, just as the Prime Minister in such a system ultimately has to be approved by the monarch (or his/her representative, though it’s almost never denied), I believe the Chancellor of Germany has to be approved by the President, as Hitler had to be approved by Hindenberg after the 1933 election. Fortunately, Germany has had much better leadership since 1945.
