When disasters occur, Government agencies like firefighters, police officers, or the civil defense are the first ones to arrive but once first emergency is over and the devastating effects are left on the ground, this large-scale “help machine” often seems to suddenly slow down and communities are left with little if not nothing to rise again. The gap between the first response and the rebuilding phase is created. The often high internal debt of many underdeveloped and developing countries forces Governments to look for external help, to international agencies and non-profit foundations’ support.
