The facility is a part of the Whatcom County Parks system which maintains the building and provides operation staff, the Manager and the Maintenance and Repair staff persons. The Whatcom County Council on Aging contracts for provision of the Nutrition Project and the Wellness Program. The Bellingham Senior Center provides support staff and programs through its fundraising efforts and membership dues.
