The average benefit percentage is determined by dividing the actual benefit percentage of the NHCE’s in plans in the testing group for the testing period by the actual benefit percentage of the HCE’s in the plans in the testing group for the testing period. [Treas. Reg. Section 1.410(b)-5(b)].
