How is the area of a Resource Conservation District determined?
There are three parts to determining an RCD boundary on your property. One part is to determine if there are any perennial or intermittent streams, or perennial water bodies, on your property. Depending on when your property was platted or first developed, different stream corridor widths apply for perennial and intermittent streams. Section 2 below provides more information about stream determinations. The second part is to have your propertys elevation surveyed. FEMAs established Base Flood Elevation (BFE) for nearby streams is used to determine the Resource Conservation Elevation, which is 2 feet (or 3 feet depending on circumstances) above the BFE. Any part of your property below the Resource Conservation Elevation is within the RCD. Section 3 below provides more information about flood elevations. The third part involves asking your surveyor to put together stream determination and floodplain elevation information along with information about the history of your property (when it
