How is the application of social security conventions ensured?
The ILO Constitution (art. 22) provides a procedure for supervising and monitoring the actions of States once they have ratified a convention. There are four types of procedures for supervision: Regular supervision (art. 19 and 22 of the ILO constitution). The Committee of Experts on the application of conventions and recommendations is composed of 20 jurists appointed by the Governing body for a 3 year term. They come from different geographical regions and legal systems, and their role is to provide an impartial and technical evaluation of the state of application of conventions in Member States. This helps to ensure that countries implement conventions. Once a country has ratified an ILO convention it is obliged to report regularly (every 2 years for fundamental and priority conventions, every 5 years for all other conventions) on the measures it has taken to implement the Convention.
