How is the ADA implemented?
The text of the law outlines the findings and purposes that made it necessary. In order to accomplish its objectives, however, the general and specific prohibitions of discrimination mandated by Congress in each title of the statute must be expressed in rules and regulations – terms used interchangably here – that specify and detail its application.
