How is the 3rd Party Recruiting Industry Built?

I have recently posted some information about recruiting needs for a project with the Defense Department. Our internal recruiting has done a great job so far, but I have reached out on LinkedIn to help fill some special needs. These openings are not unique, but not easy either. My question is about fees. It seems that the recruiting business, in my field of federal government contracting, is built around supporting multi-million dollar large businesses, as I can not afford to write a check for 20-30% of base year salary. What small business could afford that? It seems that growing small businesses, like mine, are left out in the cold in trying to obtain talent this way. It further seems that there are no businesses willing to be more “realistic” (to me, anyway), and cater to small businesses who have restricted budgets.
