You would have a measurement for the foundation square footage (the perimeter dimension of the foundation) and then a separate measurement of finished square footage that would include the finished lower level space. When comparing the the foundation square footage to the finished square footage, it would be obvious to a buyer that the additional finished square footage would be in the lower level. Just make sure the lower level finished space is a fully finished space with ceilings, walls, floors, electrical etc to qualify to be finished square footage.
