A. Spending policies are set by the various Boards of the entities that support the University. Generally, spending is computed as 4% of the average market value of the previous 12 quarters of the fund (referred to as a “three-year rolling average”) The annual increase in spending is limited to consumer price index + 1% in most cases. The Foundations use this averaging method in order to provide steady spending budget.
