With a comprehensive network to distribute traffic, the HOV system or a future commuter rail system can be enhanced. Rapid transit technologies offer faster, more reliable service than buses. Operating in exclusive lanes, light rail vehicles, for example, do not have to compete with regular traffic to be on schedule.
